David is passionate about helping government, public sector organisations and education institutions drive meaningful reform.

About David

David is a Partner and the Consulting Government & Public Sector Leader at PwC Australia Consulting. He also leads PwC Australia’s Education and Skills practice. 

David works with a wide range of clients nationally, including the Commonwealth, state governments and educational institutions. 

He specialises in assessing, designing and delivering transformational programs that improve performance through reducing costs, redesigning operating models, improving processes and better measuring outcomes.

During his time with PwC, David has worked with every state government on a range of projects. These include policy development, the design and implementation of operating models, and service delivery transformation.

Recent projects include working with a state government to develop and implement a business case for industry reform; helping a state government department design and implement a new human-centred, place-based operating model; and working with a range of departments, universities and other organisations to design and develop a national employment and innovation cluster. David has also delivered an expansion strategy for a research-intensive university; helped assess a potential merger of universities and provided recommendations; conducted a strategic review for a group of eight universities as part of a growth strategy; and designed and implemented a shared services model for a state education system.

The projects David has delivered have consistently achieved more than a 20:1 return on consulting investment, as well as significant, sustainable and demonstrable improvements in service delivery outcomes, student outcomes, teaching performance, research performance and impact, and financial viability.

In addition to his role at PwC, David is a member of the School Leadership Expert Standing Committee for the Australian Institute for Teaching and School Leadership. He sits on the boards of the Business/Higher Education Round Table and Australia’s leading non-profit mindfulness provider Smiling Mind. 

Before joining PwC in 2003, David worked in the banking sector. He also ran his own business. 

He holds a Bachelor of Arts and Bachelor of Science from the University of Melbourne.
